PPE Procurement Checklist: 7 Steps That Lower the Real Cost of Safety Gear

If you're buying PPE for a team—whether that's 50 people or 500—this is for you. Seven steps. Run them in order. I've been running them for six years as the procurement manager at a 600-person manufacturing operation, tracking every invoice. Cumulative spend over that period: $184,000. Vendors negotiated with: 11. I haven't always followed these steps. When I didn't, it cost me.

The first time I got burned was a $4,200 order of hi-vis vests that met our internal color spec but not the ANSI/ISEA 107 Class 2 requirement our road crews needed. We had to re-buy. OSHA 1910.132 requires a hazard assessment before any PPE decision. This isn't optional. It's the legal basis for what you buy.

Skipping this step is how I ended up with $4,200 in non-compliant vests. We matched color. We missed the class rating. Different departments, different standards. That's a rookie mistake I made in year two and haven't repeated since.

Step 2: Calculate Cost Per Wear-Hour, Not Cost Per Unit

The unit price is a distraction. It's also where most procurement teams anchor the entire decision—which is exactly the trap.

In 2023, I compared two safety glasses vendors. Vendor A quoted $3.20 per pair. Vendor B quoted $1.85 per pair. On paper, B was the obvious choice.

The difference: A's glasses lasted an average of 11 working days. B's—which I discovered after deploying them—lasted under six days before they either scratched beyond usability or the frame cracked. We ran 200 employees at 250 working days per year:

  • Vendor A: 200 × 250 ÷ 11 = 4,545 pairs × $3.20 = $14,544
  • Vendor B: 200 × 250 ÷ 6 = 8,333 pairs × $1.85 = $15,416

The "cheaper" option cost $872 more per year. That's before counting the time lost every time someone had to walk to the supply room because their glasses broke mid-shift.

Step 3: Sample Before You Deploy

What works for us: send samples to 10–20 people, give them two weeks, then ask three specific questions:

  1. Did you ever want to take it off because it was uncomfortable?
  2. Did it break during a normal shift?
  3. Would you request this again, or did you just tolerate it?

That third question is the killer. If workers don't want to wear it, compliance numbers lie. They'll pop them on when a supervisor walks by and take them off the second nobody's watching. Then you've spent money solving a paper problem, not a safety problem.

We sampled a general-purpose comfort earplug. Fine for two weeks. Shipped it—then found out 23 of 120 workers reported the plugs falling out during shifts, particularly anyone assigned to the taller equipment. One-size-fits-all doesn't fit everyone.

  • Production date for each model

In 2023, we had a supplier whose "hi-vis winter jacket" had reflective stripping that separated from the fabric after three washes. When we pulled the file, the "certification" attached to our purchase order was a generic document from 2007 that didn't reference the model number we'd actually bought. Nobody had read it.

We now require all certifications as PDFs, dated, and cross-checked against the model number before any order ships. If a supplier can't or won't provide this, they're out. No exceptions.

  • Inventory reservation: Can the supplier hold stock for you after a large initial order? Many will—but only if you ask.
  • Color/construction change policy: If you change a hi-vis color, what happens to remaining stock? Who eats the setup costs for a reprint?

Our largest supplier raised reorder pricing by 22% six months in—because we didn't have a price hold. That's a mistake I only believed I needed to avoid after we skipped it. Now every PPE contract includes a price-hold clause and a 90-day written notice requirement for any pricing change.

Step 6: Set a Reorder Point for Consumables

Safety glasses, earplugs, gloves—they get consumed. Not "might get consumed." They do. Manual tracking on a monthly basis is how you end up short mid-quarter.

Here's the calculation I use:

(Employees × units per person per day × working days) ÷ stock on hand = days of cover

When that number drops below your lead time plus a 15-day buffer, reorder. I've been running this for eighteen months—maybe twenty, I'd have to check the spreadsheet—and we haven't had a single out-of-stock event since July 2023. Prior to that, we had two stockouts in one quarter, both triggered by unplanned volume.

Step 7: Do a Quarterly Audit of Field Usage, Not Compliance

This is the step most procurement teams skip—and it's the one that will tell you whether the other six steps actually worked.

Compliance is on paper. Field usage is what workers are actually doing. Every quarter, walk the floor—or have a supervisor do it—and count who's wearing what. Not a spot check of the people you know are compliant. A random count.

April 2024, I did this myself. Blind count across three zones. 68% of shop floor employees were wearing safety glasses. 74% in the warehouse had hi-vis on. 41% of maintenance staff had hearing protection—or at least the visible kind. That last number triggered a correction.

  • Anchoring on unit price: When the price gap is 30–40%, it's a signal. Run the cost-per-wear before you sign.
